Chhattisgarh women mortgage their jewellery to get toilets built
RAIPUR: Nothing is hidden about woman's attachment with jewellery. But
what shocked the administration in Mahasamund district of Chhattisgarh
was the initiative of two women from Badedhaba village who mortgaged
their jewellery to get the toilets built in their houses. Motivated with
these two women, around three dozen other women also did the same and
managed to get private toilets for themselves. The village which has 80%
population relieving in open had more than 100 new toilets in past four
months and now the administration has now come forward to help these
families by making them avail the money from government policy under
clean India mission.
It started when Jambai (widow of late
Sanichar das) and Gaurabai who were forced to attend the nature's call
in open have decided to get toilets build for themselves. The women
initially approached their families but later had to find the other way
when Jambai's in-laws refused to get toilet for her while Gaurabai's
husband was more keen to buy a bike then getting a toilet built at home.
The
women mortgage their gold necklaces at Rs 20,000 to a rich man in the
village and got a toilet. The incident moved the other women of the
village who too initiated for building personal toilets.
Talking
to TOI, Chief Executive Officer (CEO) Zila panchyat Mahasamunda
district, Pushpendra Meena informed that Badedhaba village under Basna
block which has around 307 households had just 10 houses with personal
toilets in the month of November, last year.
"In past four
months, the village has 125 houses with toilets. The sarpanch has
promised that all the households will get toilets built within a month's
time, that too without any government aid," CEO.
Nitish Kumar is new JD(U) chief
Bihar Chief Minister Nitish Kumar was on Sunday elected as JD(U)
president, a move that would put him in complete command of the party as
its seeks to expand beyond the state and prepares for the 2019 Lok
Sabha polls.
His unanimous election to the top post at the party’s National Executive
meeting brought an end to the decade-old tenure of Mr. Sharad Yadav,
who had ruled himself out for a fourth term.
It is for the first time that Mr. Kumar, JD(U)’s face in Bihar, has been elected president of the state-centric party.
Its two previous presidents — George Fernandes and Sharad Yadav — were
from outside Bihar, the state they virtually made their political home.
Mr. Kumar’s name was proposed by Mr. Yadav and seconded by the party’s
secretary general K.C. Tyagi, general secretary Javed Raza, among
others, party leaders said following the meeting.
The Bihar Chief Minister, who made a spectacular return to power last
year after his party was bruised and battered in the 2014 Lok Sabha
polls, told the executive about efforts being made to bring parties with
similar ideologies together as he accepted the new responsibility,
Tyagi said.
Having spearheaded the JD(U)-RJD-Congress alliance to a massive win over
BJP-led NDA in the last year’s state assembly polls, his party is in
talks with Ajit Singh-led RLD and former Jharkhand Chief Minister
Babulal Marandi’s Jharkhand Vikas Morcha for a merger.
A similar merger move to bring together six Janata Parivar outfits
including the Samajwadi Party had come to nought last year ahead of the
Bihar polls after SP supremo Mulayam Singh Yadav walked out of the talks
and his party contested the state assembly elections on its own.
The JD(U) sees the next year’s Uttar Pradesh assembly polls as a major
battle before the 2019 Lok Sabha elections, Tyagi said, as he underlined
the importance of the merger attempts to take on BJP.
“We stopped them (BJP) in Bihar and we are working to stop them in UP,”
he said, noting that sweeping the Lok Sabha polls in these two states
was the key to the emphatic win of the saffron alliance.
Asked if JD(U) would make another attempt at merger with Samajwadi
Party, he noted that Mulayam Singh Yadav as well as BSP supremo Mayawati
had made it clear they will go it alone in the elections.
Party sources said the presence of Mr. Kumar, the preeminent party
leader, at the helm, will help JD(U) make swift moves with regard to
alliances and also help position himself as a rallying point for
opposition parties against Mr. Modi in the Lok Sabha polls.
“Humbled by party’s trust in me. Will try my best to carry Sharad
Yadav’s legacy forward and I accept the new role as president of JD(U),”
Mr. Kumar tweeted after his election.
The National Council of the party will meet in Patna on April 23 to ratify Mr. Kumar’s election to the top post.
Mr. Kumar praised Mr. Yadav’s contribution to building the JD(U) and
said he will continue to be a “margdarshak” (mentor) to the party.
With speculations over the Rajya Sabha MP’s future role, Yadav said he
would continue to broaden the base of the party which had “no longer
remained big”.
“I will remain what I was earlier... I am in national politics not due
to the party,” he told reporters earlier in the day at his residence
where JD(U)’s office bearers had met.
A resolution passed at the Executive hailed Mr. Yadav, saying he
maintained an honourable distance from nepotism, self-glorification and
factionalism.
Mr. Yadav, one of the founder leaders of the party along with Nitish
Kumar, had been at the helm since 2006 and was reelected for a third
term in 2013 after the JD(U) constitution was amended to allow him a
third term in office.
Tyagi said an atmosphere of despondency, similar to the one before the
Lok Sabha polls, now prevailed in the country with BJP’s pursuit of
“contentious” issues. He called BJP’s alliance with PDP to form
government in Jammu and Kashmir “opportunism of the highest order”.
BJP under Narendra Modi and Amit Shah is not the party of Atal Bihari Vajpayee and L.K. Advani, he said.
Hitting out at the RSS over its nationalism pitch, Mr. Tyagi said the
Hindutva outfit’s head in 1947 had disapproved of the tricolour, saying
three (the number of colours in the flag) was an inauspicious number.

Kollam temple fire: 110 dead; PM Modi visits site
Kerla-
At least 110 persons were killed and over 350 injured after a fire broke
out at the Paravur Puttingal Devi temple around 3:30 a.m on Sunday. The
fireworks ceremony was held as part of the annual festival of the
temple, near Kollam.
Over 100 victims are admitted to the district hospital in Kollam. Many
of the injured died before they could reach a hospital. Victims were
also admitted to the Thiruvananthapuram Medical College Hospital and at
various private hospitals in Kollam.
The explosion was caused when the storehouse of the fireworks materials
caught fire. In the impact of the explosion, the office building of the
Travancore Devaswom Board near the storehouse was blown off.
Sparks which flew from the fireworks on display landed on the storehouse
and caused the explosion, preliminary reports say. There is a district
level ban on pyrotechnics at temples but these are held on the basis of
temporary permits annually. Such permits are given on religious
tradition grounds.

Chhattisgarh signs 7 more MoUs worth Rs 16000cr Chinese investme
RAIPUR:
On its fourth day of the visit to China, Chhattisgarh's state
delegation in Shenzhen signed seven significant MoUs worth Rs 16,000
crore in solar manufacturing, electronics, cement and electric vehicle
manufacturing.
The delegation was at IT and electronics hub and major economic center in China attended by around 70 people representing 25 organisations.
Subodh Kumar Singh, secretary commerce & industries, signed seven MoUs on behalf of government of Chhattisgarh. These were with Asia Pacific Generation Ltd for investing $600 million for setting up a solar power plant, China Henan Bumper for an electric vehicles production line with an investment of $500 million and Hong Kong Jinyuan International Development Ltd for setting up a cement plant with an investment of $1 billion.
The other MoUs included Guangzhou Juan Optical and Electrical Tech Joint Stock Co for manufacturing of security cameras and network video recorders, Kootion Technology for USB drive manufacturing, Risen Energy for a solar photovoltaic cell project and Shenzhen Fluence Technology PLC. These MoUs are expected to bring in a cumulative investment of Rs 16,000 crore.
In his address, chief minister Raman Singh said, "I invite you to Chhattisgarh and see for yourself what our government has created for entrepreneurs like you."
Singh along with senior government officials, also met several potential Chinese investors in one-on-one meetings. These included meetings with a delegation from Shenzhen Electronic Chamber of Commerce, Cindy Wu, Channel Sales Leader for Microsoft and others.
During the event, chief secretary of Chhattisgarh, Vivek Dhand and principal secretary IT, Aman Singh spoke about the opportunities to invest in Chhattisgarh and about IT policy, the quality of industrial and urban infrastructure particularly in sunrise sectors like IT/ ITeS, electronics, food processing, engineering, manufacturing, solar equipment manufacturing.

Eight Ultras, including a teenager, held in Chhattisgarh
Raipur, Apr 4 () Eight suspected Naxals, including a teenaged girl,
were arrested from separate places in Chhattisgarh's insurgency-hit
Bastar division today.
Four cadres were picked up from Kanker district and four others held in Sukma district, a senior police official told .
In the first incident, a team of district force was carrying out a search operation in Badgaon police station area, located around 250 km away from here, when they spotted four persons in forests of Latamarka village, he said.
On interrogation, they admitted involvement in the Naxal movement, he added.
They were identified as Saten Ram Kumeti (26), Rati Ram Jade (23), Vimla Uike (23) and a 17-year-old girl, the official said.
Kumeti was wanted in cases of abduction and attempt to murder in the region while three others, including Vimla and the minor, were allegedly involved in offences like rioting, loot and attempt to wage war, he said.
In the second incident, a joint squad of CRPF and the district police force nabbed four Maoists from Nilavaram village under Gadiras police station limits, the official said.
Of them, Katti Guddi alias Madkam Ganga was carrying a reward of Rs 2,000 on his head, he said.
All four were active members of Dandakaranya Adivasi Kisan Majdoor Sangthan, a front for banned CPI (Maoist), and were allegedly involved in various crimes including creating disturbance during panchayat election in 2015.

Govt books terms Baba Ghasidas as ‘Harijan’?
RAIPUR: Legislator Amit Jogi on Tuesday raised objections on a
Chhattisgarh government tex book that termed Satnami saint Guru Baba
Ghasidas as a 'Harijan'.
Junior Jogi's objection came on the content of one of the books distributed to neo-literates by Chhattisgarh government in which Baba Ghasidas has been introduced as 'Harijan", a banned word in the state. Even his picture printed in the book is wrong, pointed out Jogi, who also threatened agitations if the error is not rectified with immediate effect.
"The books which has been distributed in all the village panchyats across the state has used 'Harijan' word not only for Guru Baba Ghasidas but even his parents were identified with similar term. I strongly criticize this casual approach of state government and demand immediate correction of the blunder which has hurt the religious sentiments of the followers of Satnami sect," added Jogi.
Jogi also demanded immediate suspensions of those who approved the content of the books and FIR against the publisher in Mathura under SC/ST act for publishing the material.
"This is not the first case where state government has published books with wrong content. Books with objectionable contents have been synonymous to state government. All this is because of poor proof reading and content planning. Those with 0% IQ are writing books in Chhattisgarh," said Amit Jogi.
Guru Ghasidas (1756-1836) was the founder of the Satnami community in Chhattisgarh. He was born in the village Girodhpuri in the Raipur district. During his lifetime, the political atmosphere in India was one of exploitation. Ghasidas experienced the evils of the caste system at an early age, which helped him understand the social dynamics in a caste-ridden society and reject social inequity. To find solutions, he traveled extensively in Chhattisgarh.

CAG frowns at CECB over non-compliance of environment laws
Raipur, Apr 3 () The Comptroller and Auditor General of India (CAG)
has pointed out failures on the part of Chhattisgarh Environment
Conservation Board (CECB) and industries to ensure compliance to
environment laws and rules in the state.
The CAG report on General, Social and Economic (non-PSUs) for the year ended March 2015, observed that out of the 355 "test checked" small industries (total 4322), 50 were established without obtaining environmental consent from CECB.
"31 industries started production six months to five years before obtaining consent from CECB whereas 13 industries had started production 5-10 years before obtaining consent. Remaining six industries had started their production 10 years before obtaining CECB consent," the report said.
"This indicates failure on part of the industries and the CECB to ensure compliance of environmental laws," it added.
The reason for not obtaining the consent was mainly due to inadequate monitoring by CECB over the issue of consent, it said adding that "during exit conference, Secretary of Housing and Environment department had stated in November 2015 that necessary action would be taken in this matter."
"The fact remains that the industries are operating without obtaining CECB consent," the report added.
Similarly, a total of 174 industries had not renewed their environment consent even after a lapse of one to 174 months, the report said.
Moreover, irregular consent was issued to 42 coal-based power plants and sponge iron plants in the restricted area.
As a result, these industries had continued their operation without adhering to environmental laws and rules, it underlined.
The report also observed that no corrective action was taken by CECB despite adverse test reports on trade effluents of the industries.
"As per section 17 (f) of the Water Act 1974, State Board or any officer empowered by it should inspect sewage or trade effluents, work and plants for the treatment of sewage and trade effluents and review plans, specifications or other data relating to plants set up for the treatment of water, works for the purification thereof and the system for the disposal of sewage or trade effluents," it said. The CAG report on General, Social and Economic (non-PSUs) for the year ended March 2015, observed that out of the 355 "test checked" small industries (total 4322), 50 were established without obtaining environmental consent from CECB.
"31 industries started production six months to five years before obtaining consent from CECB whereas 13 industries had started production 5-10 years before obtaining consent. Remaining six industries had started their production 10 years before obtaining CECB consent," the report said.
"This indicates failure on part of the industries and the CECB to ensure compliance of environmental laws," it added.
The reason for not obtaining the consent was mainly due to inadequate monitoring by CECB over the issue of consent, it said adding that "during exit conference, Secretary of Housing and Environment department had stated in November 2015 that necessary action would be taken in this matter."
"The fact remains that the industries are operating without obtaining CECB consent," the report added.
Similarly, a total of 174 industries had not renewed their environment consent even after a lapse of one to 174 months, the report said.
Moreover, irregular consent was issued to 42 coal-based power plants and sponge iron plants in the restricted area.
As a result, these industries had continued their operation without adhering to environmental laws and rules, it underlined.
The report also observed that no corrective action was taken by CECB despite adverse test reports on trade effluents of the industries.

Runway couple found hanging from tree
Raipur: He got a tattoo of 'S' while she had inked 'I Love You' with his
name on one of her arms. They dreamt of a happy life together. But the
fear of world forced them to hang themselves from a tree. This is how a
love story had a tragic end in Devsar village near Bhatgaon in
Balodabazar district of Chhattigarh.
The family of the duo, 21-year-old Rajkumar Kenwat and Saraswati (18), were madly searching for them when they fled from their homes on Thursday afternoon. Cops of Beladula police post were informed about the missing couple, who wouldn't have imagined that they won't be able to see their children alive, ever again. Shocked villagers discovered the bodies of the runway couple hanging from a tree near Hinglaaj temple in Devsar on Friday morning. The boy, whose face was turned towards the girl, had hanged himself with his shirt while the girl used her stole to end her life. Police was called-in at the spot and the bodies were brought down.

Roll out 130 metre long rail tracks begin at Bhilai Steel Plant
This modern 1.2 MTPA (million tonne per annum) URM will roll out 130 metre long rail track as a single piece which will be the world's longest rail. Both the lighting up of reheating furnace and hot trials of URM are important milestones towards commissioning of the URM as also is the plant's 7 Million Tonne (MT) Model Programme.
The whole project has been put on fast track under the guidance of CEO S Chandrasekaran and senior officers and the project's organization team of BSP. The reheating furnace with 230 tonne/hour capacity is the first walking beam type furnace of BSP, and it will cater to the requirement of hot blooms for URM to roll out 130 meter long rails as a single piece.

Human-animal conflict on the rise in Chhattisgarh, slot bear attacks five including minors
Korba-Day after three persons were trampled by a tusker in north Chhattisgarh,
in yet another incident of human-animal conflict, four minors and an
elderly person were attacked by sloth bear, leaving them severely
injured in forests of Kartala in Korba district. It is feared that the
elderly man may lose his eyes due to the attack while he undergoes
treatment.
Recently three persons including a deputy forest ranger were mauled by a sloth bear in Mahasamund district and later, it was shot dead.
The incident took place at Kartala region where Gadaram, 70, who was going to neighbouring village was attacked by cloth and he sustained severe eye and head injuries. He was rushed to hospital and was later referred to Bilaspur hospital for better treatment. Forest department had however, sanctioned immediate relief of Rs 2500 to the elderly man.
At Barbaspur region four minor girls and boys who went into forest to collect mahua fruits were attacked by two sloth bear but as all of them raised an alarm, following which the bear ran into the jungle.
Common resources for human-animal: One is dominating, another intelligent
The attacks usually increase during summer in conflict of mahua fruit or when animals venture to residential areas in search of water. According to Jamwant and Gajaraj project worth crores of rupees, forest is supposed to arrange proper habitat for bear and elephants to limit their movement to forests. In 2015, it was decided that more number of fruit trees would be planted and water bodies would be constructed at identified zones of their movement and that are prone to attacks.
As per forest department's data Chhattisgarh's 45 villages are under man versus wild attack while patches in Sarguja and Kanker are mostly under threat. More than 50 people died in last few years in wild bear attack while there were many unreported cases of deaths and killings of bear and elephants too.
Many students in Mahasamund district resist going to school in fear of wild animals. Mainly the students of senior classes who have to travel via isolated routes or cross forests to reach schools have started quitting schools in fear of elephants and bear.
Turning a blind eye
The incidents have taken a toll lately while state forest department turns a blind eye towards incidents. Though there was an inquiry ordered in recent killing of sloth bear in Mahasamund, but nor report has been submitted despite reaching the deadline.
Senior forest officials either refuse to comment on the issues or never answer the calls while others explain that all the victims get their due compensation and state government was spending crores to provide relief to them.
Wildlife expert demands forest department to fix no-go area
Reason that experts quote for laxity on government's part to deal with issue is that large part of forest divisions with elephant presence (accounting to more than 30 % of human deaths and crop damage) has been identified as sites for mining.
Talking to Eagle of India reporter a wildlife activist said, "Government doesn't wish to reserve any patch of forests for bear or elephants because they are mostly found on the mining and coal reserve spots. Due to their commercial benefits, they wish to leave the place as it is. There's this urgent need to mark patches for humans and animals strictly a no-go area for humans."

Ground water lable has gone bellow side upto 90 feet
PHE department of Chhattisgarh Government is now keep scilent. Before few moth this department has claimed that they had made several thousand bores. Due to drawing of huge quantity of Ground water and less recharging the ground water lable is going bellow very fast.
